Spl. Campaign on 28 July for enrolling 18-19 & 20-29 Age-cohort Electors in 24 Colleges in Bankura

We had organised a special campaign on 22.07.10 at 5 colleges situated in Bankura 1 block jurisdiction, 2 in Barjora block, 1 in Chhatna block, 1 in G.ghati block, 1 in Onda block, 1 in Saltora block. Totalling 11 colleges in Bankura Sadar subdivision.

For Bishnupur subdivision, the figure is 9 no. of colleges. Bishnupur block jurisdiction housing 5 colleges, Indas block with 1, Kotulpur block with 1, and Patrasayar block and Sonamukhi block housing 1 college each.

Khatra subdivision, on the other hand has 4 no. of colleges, one within each one of the four blocks, namely, Indpur, Khatra, Sarenga, Taldangra.

Again on 28th July we are reorganising the special campaign in the same venues as done on 22nd July, with a distinct difference, in that, this time we are calling a "Meet the Press" on 27th July and will be inviting the print media as well as TV channels to extensively cover these 24 colleges on 28th July from 11 am to 4 pm.


All BDOs to man the venues with adequate knowledgable staff and relevent forms, like form 6 and 8a, declaration of students residing in hostel & mess, form 001c, forms for declaration of above 25 yrs of age, posters and leaflets for publicity, on 28th July from 11 am to 4 pm.

The Principals of the Colleges may be kept adequately informed and full cooperation may be solicited from their end.

Above 80 years electors list, Non EPIC, Non Image Elector list

This list has been sent in soft copy and BDOs to collect hard copy from District Election.

For 80+ list BLOs to conduct field enquiry to check if the electors are still living and they have figured in deletion list of BLO- BLA meet.

For non EPIC, non Image Electors, BLOs to check why they are still non EPIC, non Image even after enrolling long before. Observer's specific instruction has been to field verify the "ordinary resident" status of the non EPIC/ non Image Electors. So, this may be verified by the BLOs.

Action Points- Adverse Gender Ratio

Adverse gender ratio is existing in 8 ACs, with 2 as extremely adverse ie for 247 Saltora AC (890) and for 258 Sonamukhi AC (894), and moderately adverse for, 6 ACs namely 254 Onda AC (910), 252 Bankura AC (910), 257 Indas AC (911), 256 Kotulpur AC (912), 251 Taldangra AC (914), 253 Barjora AC (914).

For the ACs bearing extremely adverse gender ratio involving blocks namely Saltora, Mejia, G.Ghati, Sonamukhi and Patrasayar, the BLOs are to visit house to house collecting filled in Form 6 from eligible female electors as a special drive towards remedial measure. If BDOs feel necessary, a relaxation in the form of collecting supporting documents at the time of hearing from eligible female elector is allowable.

For the ACs bearing moderately adverse gender ratio involving blocks namely Bankura 1, Bankura 2, Onda, Patrasayar, Indas, Kotulpur, Joypur, Indpur, Taldangra, Simlapal, Barjora, G.Ghati, the BLOs are to visit house to house collecting filled in Form 6 with supporting documents from eligible female electors as a special drive towards remedial measure.

ATTENTION: Roll Observer Scheduled visit from 16th July, 2010

Our Roll Observer , the CEO, Sikkim is scheduled to visit on and from 16th July. All to be in Fully Prepared mode.
1) Health check of the roll has to be done and proper records of anomalies to be noted in a register.
2) Complain register to be opened and complains to be noted with date, time, name of the complainant, action taken.
3) Observers' checklist may please be consulted for further guidance.

Attention: Some glaring mistakes in roll- Check and make a list

There are several entries with names showing hindu surnames after muslim names, or vice versa. These are to be found out and corrected. Primarily all are requested to enlist such mistakes by getting 100% of the roll checked within this period by their workforce at hand.

Later on suo moto correction may be carried out by the EROs as per sec 22 a of RPA 1950.

Multilayer checking are must to verify the quality of the Roll. Even the Roll Observers (16 Central Roll Observers are coming to the State of West Bengal), for SRER 10 will check if the EROs and AEROs have checked personally at least a reasonable portion of the roll (see Observers' checklist).

Link list between old sl. no and new sl. no in the new roll

All EROs and AEROs to please note that an elector in a particular sl. no. in the last Electoral roll with 2009 as the base year will now appear in another sl. no. (without any apparent rationale)in the new electoral roll to be published in draft on 09.07.10. For example, elector with sl no. 1 in old roll can now be found in sl. no. 898 in the new roll or in another Part and AC old sl. no. 2 would appear in sl. no. 237 in the new roll.
So to help the electors to identify their new sl. no. we are going to give the BDOs 2sets of printed link list per part per AC, 1) for DO 2) for BDO office. We can also give soft copies to the BDOs in their pen drive if they so need it, for that they may visit this office.
We are going to give all the political parties the same list in soft copy in a CD.

Urgent points for discussion- SRER- 2010

1. The BLO - DO interaction
The BLOs should meet with the DOs regularly, preferably twice in a week and will collect the properly filled in form 9(List of application in form 6), form 10 (List of application in form 7) and if time or the volume of work permits form 11 as well, for detailed field enquiry and reporting before the hearing is taken.For this a separate register should also be provided to the BLOs.

The supervisor will meticulously monitor the work. Supervisor being the AAERO should be extra cautious and sincere, else they will suffer at the time of taking hearing. BDOs to plan the hearing program with the manning well ahead immediately and in right earnest.

2. URGENCY
This year being the pre Assembly Election year, the SRER 2010 is terribly important. Work as well as documentation will have to be done meticulously. Roll Observer from ECI will be visiting soon. We shall have to take utmost care and hope for the best.

As far as possible the AAEROs who will take the hearing should also double up as Supervisor because only then they would be able or rather feel the necessity of checking the quality of work of the DOs and BLOs , and see that the forms are filled up properly and documents are received and preserved properly.

A few points of discussion- Regarding Vulnerability Report

1. Regarding Vulnerability Report.
BDOs have sent the names of vulnerable polling stations in the last Lok Sabha Election. This time you have to send the numbers of vulnerable hamlets/ para/ mohalla in a polling station area. Keep the names ready with you. This report can be had from the BLOs , and the work may be assigned at the time of handing over of roll. At any interim period the supervisor may collect the report from the BLOs.

This report will become absolutely necessary during the end phase of SRER- 2010 when the roll will have to analysed for criticality using software provided by the CEO, WB Office. In this the number of vulnerable hamlets for each part in an AC will be required.
